This function calculates the dynamic viscosity of R134a from the
state record (e.g., use setState_phX function for input). The
dynamic viscosity is modelled by the corresponding states method of
Klein, McLinden and Laesecke (1997).
Restrictions
This property is only defined in one-phase region.
